[GAMEPLAY] Minimap targeting during Pantheon ult breaks the camera controls

If you click and drag the minimap to target Panth's ult and then let go of the mouse button during the second cast bar, it forces unlocked camera and disables the keyboard hotkey to toggle camera modes (default: "Y"). Centering the camera during this time (default: spacebar) forces locked camera, with that hotkey still not working. The hotkey only becomes active once you click the button for it in the HUD.

To reproduce:

0. Click and drag the minimap
1. Cast your ult
2. During the second cast time, let go of the mouse button You are now forced into unlocked camera. The keyboard hotkey to toggle camera modes doesn't work.
3. Press spacebar to center the camera. You are now forced into locked camera. The keyboard hotkey to toggle camera modes doesn't work.
4. Manually click the HUD button to toggle camera modes, located near the minimap. You can once again toggle camera modes with the keyboard hotkey.

Reproducible 100% of the time.
