Champ select not ending after dc

Explain to me why, during champ select, if the lights crash and there's still a bunch of picks for both team to go through, the champ select continues "like normal" and it goes into game. Or don't explain, because whatever reason you provide isn't going to be a fair one, so just fix this already.
