Ban A Champion Bug

Just had a weird bug at champ select, during ban phase. Two people on my team were meant to ban, I banned one, the other person did not select a ban in time, the champ select ended, and I 'dodged' a promo game apparently.

a) shouldn't someone not banning a champion result in an empty ban, not an ended champ select phase? b) I banned someone, even though it also was my turn to ban and someone didn't ban on my turn, I can't be responsible for others actions - why would I also be considered as a 'dodge'?
