Viktor 99% sure it's a bug
I played a game with viktor today and i found something interesting. When i used Viktor's Q on a minion and then attacked the inhibitor, it used the empowered attack ~4 times consecutively.

It's not a bug. Basically using the empowered attack on structures doest not consume the buff, so you will do the animation until the buff is gone. For e.g. you are pushing as Viktor vs Talon. You use the Q on a minion, then you attack the turret. You do the empowered animation on the turret but you do not consume the buff, then if you attack Talon you will consume it.
Side note:Even if he does the animation the damage is still like a normal auto.
Its like when you get 3 stacks on your ult then you continuously empowered attack the tower because it doesn't effect structures. The same concept applies to Vik.
It uses the same animation over and over, but it still does the same damage as a normal auto attack.
It's like jax's ult passive. It will keep doing the animation on turret.
