[Gameplay] Thunderlord's Decree not always working

I used more than three spells on Swain and not once did Thunderlord's decree activate.

Same here. I noticed the kindred on your team had it too, and I'll bet hers was working fine. Same happened to me, it works once, then never again. But my team-mates still works.

I THINK it only happens if two people on the same team have the mastery.
