[GAMEPLAY] Syndra stuttering

When near to an enemy syndra with no skin the game stutters and then catches up about 1 second later and this mostly happens when the syndra is casting spells. This isn't anything to do with my pc cause my pc is not the top of the line but still pretty good. Specs: AMD FX8350 and GTX980ti with 8gb ram
