Golden Spatula Club Bug? (Free Personal Skin Boost Issue)

For some reason If I have a champion with all but 1 skin the the clubs free skin boost for me will not give me that skin to use for the game. I own all but 1 skin or both Thresh and Jhin and when i rolled them in Urf I didn't get the one skin I'm missing.
