10+ minute load time; restarting the game loads in under 20 seconds

I just played a game where I was stuck on the loading screen for 10 minutes (probably forever if I didn't quit). My player was loaded at 100% but another player was stuck at 16% throughout and yet another was not connected at all. I watched a video waiting for the game to sound but it never did - after which I quit the game expecting to have to start a new game. In the menu, the reconnect button blocked the screen so I reconnected and finished loading in less than 20 seconds. Strangely, everyone else already loaded successfully.
