Caitlyn's passive does not charge faster with Rageblade?

caitlyn's passive charges on-attack. Guinsoo's provides double on-hit effects. On-attack is separate from on-hit.

At least i think that would be the explanation.

Her passive is the same as Kennen's. Both stack up using Hurricane, but only Kenen's apply using Rageblade.

His passive is also on attack. ? Probably just a glitch.
