Shen's E going immediatly on cooldown after flash

I'm not sure if this is a known bug or a bug at all, but whenever i flash to E or ult to E I'm finding that as soon as i press E after either of those, nothing happens and it goes onto cooldown. Is anyone else getting this bug?
