LeBlanc's Q and E

I don't know if it is because of low quality settings but LeBlanc's Ethereal Chains doesn't look like the chain that it used to be. And I know that for her Sigil of Malice, it only had a sound when you triggered it because it had the silence and the silence makes a noise. Would it be possible to still have that noise when you proc it even though the silence is gone?
