[CLIENT] Low-Priority Queue After No Queue Pops in ARAM?

About 30-40 minutes ago (around 10:00am EST) I attempted to play an ARAM. The estimated queue time showed 1:45, but I had been in queue for around 10-11 minutes, decided to cancel queue, and re-queue only to have this same issue a few more times. I thought it was an easy fix with a log in, log back out, so I tried that. When I logged back in, however, I was placed on a low-priority queue as punishment, when I never received any queue pops from the three 10 minute queue waits I had. Is this a bug?

Edit: I reported this as a ticket as well, but thought I might post it here, too in case someone else had the same issue.
