Ryze on my team had clarity as his only summoner spell.

In the lobby he had no sums and in game he only had clarity.
Was able to use it as well.

And that seems to be Summoner's Rift, and not Howling Abyss. I'm pretty sure Clarity is disabled on SR.
I would guess that is a visual bug. I don't think it is possible to have only 1 summoner spell because you have 2 by default.

He has old event runes and last played before match history existed
