Bug Client Queue locking in

On my friend's laptop, when in champ select, it starts getting really laggy and they can't lock in their choice. They also cannot change champions. We got a 30 minute punishment for accidentally dodging. When it happens, all of the summoners in the lobby's name light up, as if they are currently picking champs. Weird graphical glitches.
