[CLIENT] Inconsistent IP display on new client

I can't directly attach a screenshot of the bug, but the IP that is shown in my client changes every time I log off (~200 IP difference).

For example, at this very moment it displays that I have 1863 IP, but I can't buy a champion shard (1700 IP). I log off and now the real IP display (or at least what I think is the real IP display) is 1607 IP. I get this bug quite frequently but I am not sure how it is reproduced.
