Loading with 500 MS and keys not working in game.

Kay so this is a bit awkward theres two problems I have experienced.

sometimes the game during loading after champion selection, I will experience 500 ms (ping), the game will continue at that amount or higher for the rest of the game, The fix for this has been to exit out of league completely and then reload from log in. However sometimes this causes "file comparison" which is pretty much an afk for 5 minutes.

If youv played with this amount of ping its basically a full second to 2 second lag time. not worth it.

The second issue is I have sometimes experienced games where the keyboard functions for skills dont work, and reloading fixes this too.

is there any configurations or ways to fix either main issue?

(edit: Oh and I have comcast if blaming riot isnt good enough)
