[GAMEPLAY] Fiora Q quick cast available while on cooldown

As Fiora, if you use your W while your Q is on cooldown, push down the Q button, it will give you the skill shot arrow as if it would cast it, even if your Q is on cooldown.

It will not actually Q if the Q is on cooldown.

Ambiguous QQ: I hope it gets fixed, I rely on the quick cast to tell me when things are off CD in a tense moment, I generally die when I expect it to be off cooldown and it is still cooling down.
