Someone left a game in champ select but the lobby didn't dodge?

Okay, so a few minutes ago I played a game where we were in champion select and our ekko left the game. So it said he left the room in chat, and we all expected the game to dodge. But it didn't. He didn't even get into loading screen, but the game still started and ekko never ended up being in the game. Is this a bug? Because from what I know, when a player leaves champion select, the game dodges. Obviously we ended up losing, which resulted in my losing of a hefty 21 LP.
