Star Guardian Janna's Q (Tornado Ability) displays as the particle of the base Janna skin in all uses, and has no visible charging animation (It doesn't grow).
This can be replicated by using the ability with the skin.
I have tried to replicate the bug but it works perfectly fine for me. Your files are probably messed up. If you find this bug to be too annoying, try redownloading League.

Thanks for the report! As Bladenite mentioned, I'm not able to repro this issue either. Have you tried performing a client repair? If so, is this issue still occurring?
