Lag(ish) bug in game.. Super weird, don't know how to fix

At random intervals during a match ever since the update yesterday morning,I will get this strange/abnormal type of lag..

My champion will appear to be operating at >3000 ping and be uncontrollable from anywhere between 3 and 7 seconds, whereas everything else in the game (other champions, minions, creeps etc) are operating smoothly. This will repeat itself for about a minute until it goes away, and then it rinse/repeats several times after a short hiatus.

I checked my inputs, my mouse & keyboard as well as my connection, router and other games I play and they seem to be working fine without this problem.

I have tried every classical fix except for a fresh install which is my last resort. Is anybody else having this issue?
