CC abilities randomly not applying CC

There appears to be a bug causing CC abilities to deal damage, but randomly not apply CC. Specific instances recently that I've noticed have been a Sona ultimate, a Syndra E (the sphere, not the knockback part), and a TF gold card all hitting their targets, dealing damage and not stunning them. None of these targets had anything that granted them CC immunity.
