Nocturnes Ultimate broken?

Just got done playing a game using nocturne, and for the entirety of the match, I could activate the first half of Nocts ult, to blind everyone, but it would never let me activate the second half and dash to anyone. Tried multiple enemies, all different distances, using abilities, standing still. Nothing. never could get the dash to even initiate.

Is anyone else noticing nocturnes ultimate being broken now?

PS - was using the halloween Noct skin (had , , , )
