skin shard not upgrading?

I got a galaxy fizz skin shard, but the option to upgrade it into a permanent isn't there even though i have more then enough essence. I don't own fizz, but I also have a shadowfire kindred perm shard that i was able to unlock even though i don't have her either. someone explain what's going on?
