shop being unresponsive

Isuue: Shop desyncs from server for awhile on Rift beta and Howling Abyss steps: 1- open shop 2- buy/sell/undo any item or close shop

The game desyncs for 10-30 seconds per action. this happens in under 100 ping, but admittedly on a low end computer. using custom sets may be a cause.
