Sated Devourer Bug?

So I've been playing Sated Devourer Vi lately and I'm curious if the 3 proc from w every 2 auto attacks is intended once you get sated? I'm assuming this is why people are playing Jungle Vayne because she gets her w proc every 2 AA's? I enjoy it but I feel like the dmg is pretty OP getting Magic Damage PLUS additional damage from a 3rd proc which is intended for 3 AutoAttacks but you get them every 2. Is this supposed to work this way?

It's because when Sated proc is counts as an additional AA. So I suggest maybe making it just Bonus Magic Damage without it counting as an AA to fix this.

I'm assuming this is why people are so fond of Yi as well. He gets his passive every 2 - 3 AA's rather than 4?

Just witnessed the same thing on Udyr's Ult. His cone proc going off every 2-3 AA's.
