Unable to pick a champion in Ranked Draft Mode

I was duo queueing with a friend of mine his IGN is ZeroMaverik . I was first pick and picked amumu. ZeroMaverik was 4th pick and went it came time for his pick in the order neither him or the other summoner could pick a champion. The timer slowly ran down and it forced us into lobby. ZeroMaverik was then penalized with a ranked queue dodge, loss in LP, and a dodge counter. I feel like this is a huge bug and should be dealt with immediately. Sorry that I dont have a screenshot but if you check the champion select chat log you will see that neither summoner could pick. This was around 6:30PM (Indiana Time) and 6:35PM (Indiana Time)
