Relic Shield Passive Not Working on Nautilus

I wanted to play Nautilus support for I like playing Blitzcrank. So knowing hes a melee champion, I grabbed a Relic Shield. But the passive to execute minions would not work no matter how low the minions were. Hed just hit the minions and they would take normal damage from his basic attack.
