Queue dodging

Why is it that when I join a queue and go to champ select, when I dont even connect to champ select, I just get the hour glass loading thing, when I dodge, it counts against me? I have had this happen more than one or two times in the past month. I get losses on ranked because champ select doesn't even load on my screen. There's no way to run a check when people enter champ select to see if everyone connected properly? that's kind of dumb.
