[GAMEPLAY] Ultimate hat not working on wukong

The tooltip shows that the cooldown for Wukong's ult has been reduced but it does not actually go down. This can be reproduced very easily just play Wukong and use the ultimate hat. I went into the practice tool and took reproduced it many times and have attached a screenshot.
