I just experienced this bug in normal draft when I selected the champion Ashe. As soon as I locked in my champion the champion select screen was distorted. I could not see the circle icon for summoner's 3-5 on my team and the enemy team. I also could not see the champions, summoner spells, runes, masteries, or ward skins tab. If you notice, it says Normal Draft inside of my chat so I believe whenever I selected Ashe it dragged the text down on my screen. This bug occurred at 2:25 pm est.

Ive had this happen a few times, a quick fix for it is to expand your client size. Move your mouse to the bottom right corner until you see the <-> symbol and make the client slightly larger and it fixes it. You can move it back to normal afterwards.
