Nor is she in the free rotation, but I was able to play her last game. I thought she was in the rotation so I decided to try her, but she isn't

This happened last week to another player. She might be in the next week's free rotation. Try exiting and relaunching the client. If she still appears then you may want to submit a ticket to Riot support to let them know about the problem.
