I opened my patcher today, after the whole 3-hour long "Hour or so" announcement, and a good portion of the patcher is cut off and nothing is scaled correctly (PIC ATTACHED). It is very annoying, and it takes away the "minimize window" and "close window" option.

Can you try resetting your DPI to 100% and see if the issue persists? To do so, please follow these steps:
First, open your Control Panel. You can do this from the Start menu. When the panel opens, click on Appearance and Personalization:

Then, click on Display:

And finally, select the "Smaller - 100% (default)" option, then click Apply:

Re-launch your patcher after that and let me know if you're still having issues. :)
Try manipulating your window size, any attempt on the edge of the four borders may do something.
Yeah, I'm having this issue too :(.
I also have a computer in the house having this same issue. You cannot grab the border to readjust it in any way. It does not allow you to reach the options button because of the way it is cropped off.

Just hit tab to move around and click the launch,accept,etc.
