My chat is'nt working... I cant chat in team select

When I select a lane or role, I don't see it on chat , sometimes the team does and sometimes they don't. I see NONE of the team's chat in team select. This is specially bad when I want to play ranked. I have tried fixes suggested by other players, for example... repair, set clock and date back, spectate a match, restart yr client. None of which worked. It started manifesting after 3 or so patches ago..and after a night they were trying to fix a chat bug. PLease do something about this. I have Never had anything as bad as this, and it is so frustrating that no one is doing anything about this.
