[GAMEPLAY] Cosmic Insight Rune Bugged

The rune is bugged and not giving its stat. The most visually noticeable one is the extra 5%cdr from cap. I always run into this bug on Aram primarily and always on kayle. I was using the judgement skin and have replicated this bug many times. Here's a screenshot to provide more details of what I am talking about. The rune is useless. https://imgur.com/a/LBraUot
