Champ Select Bug

Can someone for the love of god please explain why I'm first pick every time I play in a five man in draft. This is getting real old because on top of that I'm stuck laning into a plat half the time. So to add on to it, I can't counter pick someone who is better than me. It literally makes it super painful to play in a five man. Which is really disappointing since I try to do it all the time. All I want is an explanation as to why it happens all the time. Please someone explain.
