Did riot just add a dodge timer for not deciding to ban a champion?

I have never really banned a champion unless i thought it was necessary, and now i am getting queue dodged time for the first time in months of not banning a champion for no reason, i have seen others not ban a champion and champion select goes on as normal so what gives?

You have to actively select "no ban" and lock it in. It's been that way since they went to 5 bans per team.
