No Refund Tokens

I recently got back into playing League Of Legends, and when trying to find out some of the new champion's abilities, I accidentally bought Ivern with some ip I have been saving up. I googled if there was a way to refund and found out every account gets 3 refund tokens in its lifetime. I went to my recent purchases and found out I had no tokens remaining, even if I haven't used any of the tokens yet. I'm wondering if I have to activate something, or if something happened to my account. Please help!! Thank you in advance!
