Based on this evidence alone, I don't see anything wrong. Key fragments only have a chance of dropping when you win a game, they guaranteed to drop. Perhaps you're just having bad luck.
Also, according to this post made by a Rioter, every time you earn a key fragment, the next key fragment has a lower chance of dropping.
okay but 4 wins in row no fragment.....
