GAME DELAY (NON-CONNECTION LAG) [Gameplay] [GANGPLANK / AA-bug related]

There is a noticeable lag in the game right now that is not from connection issues. I believe this is related to the auto attack bug that was recently patched, since this is more apparent on the champions that were more affected by that bug (gangplank), just as the auto attack bug I ran into which was far worse on gangplank than any other champion I played, after the fix for that bug came in as far as I know, there has been a "sticky" feel with some champs especially gangplank, my latency is nearly always 65 if not lower and 125 frames, but whenever I play gangplank I can notice a clear lag in his movement/actions, the champion is always a step behind of what I am instructing him to do. As well, I did not have any issues prior to patch 9.4.

PLEASE UP-VOTE, this fix that was implemented recently is not very good and has only translated into different problems rather than solving them.
