[GAMEPLAY] Lux E costs 0 Mana, Uncastable; Enemy Team Visible in Fog of War

On Lux, Level 1 E costs mana and can be cast. At some point, I believe when I tried to level up E, it cost 0 mana, the icon was shaded out, and I could no longer cast it. It was not a key binding issue; I clicked on it in the game and the white lettered message "You cannot cast that right now" (paraphrased) comes up.
Also, for a short time, I was able to see at least 4 members of the enemy team in the fog of war. Teammates did not confirm if they could. I do not think it was because of Kog'Maw ult, because the bush they were in was shadowed and gray, not light as when you get true vision or are in the bush. However, after a teamfight, I noticed I could no longer see them.
Could not replicate E cannot cast error in custom Howling Abyss. Could not replicate fog of war error as bots are not allowed on custom Howling Abyss.
