Effects quality settings not working

No matter what I set my effects quality settings to, it seems to permanently locked onto either medium, high, or very high. This causes lol to lower to around 15 fps in late game team fights with every ones abilities flying around. I have tried repairing and it has not fixed it, any help with be GREATLY appreciated.
