Garen's Ult bugged after patch 6.3

So after the recent patch I've noticed that there has been a different feel to Garen's Ult. I've been using it, the animation has been going through on Garen yet the ult isn't activating as well as the animation on the enemy champ hasn't went through. It's happened in a few games now in situations where it would normally go through. I have checked the patch notes and there seems to be no alteration in his Ult at all. I was wondering if anyone else has been having this problem?
