[Gameplay] Sion Q Lock

In brief skirmishes in which I quickly use Sion's ultimate, cancel or connect with the ult, and Q after, locks and disables my ability to use his Q.

I've been able to replicate it in normal gameplay, and it happened to me the last game of Sion that I played. The only quick fix I've found is to reconnect to the game, which clears up the issue. I had this problem with Vi's Q a while back with the same result. Ultimate - > Immediate Q Charge, led to Q becoming unusable for the rest of the game unless I relogged.

I do not know if this has been reported previously, but I hope that Riot is aware of this issue.
