Very simply, Baron and dragons have a complete debuff immunity, because if they didn't people would just chain CC them to death.

Pretty sure Frozen Heart works on Jhin by reducing his AD instead of his AS, as that's exactly what happens when you boost his attack speed.

For ninja tabi, all Dragon/Baron attacks are probably coded as spells actually.
