[Gameplay] Tahm Kench allies can cast his heal

If Tahm Kench Devours an ally and they left click to leave his stomach while heal is on D it will be casted. The summoner spell doesn't go on cooldown and the reproduction rate is 10/10. The summoner spell can be casted every time he W's an ally as long as they left click to leave. Probably works with clarity too. Looks like two champions are disabled this patch.
