Inability to buy champs I can afford

Hello! I had posted in another section about this (link posted) and I was told it's a bug and report it here so...that's what I'm doing!

Basically I can afford a champ with either payment method but it gives me an error stating I cannot buy this champ at this time or something like that. I'm level 7 (I'mma noob! Lol) so thought that might be why but like I said I was told as long as I can afford it there should be no problem.
