[GAMEPLAY] Pressing ESC after hiding the HUD may result in player having a bad time

Reproduction Steps:

1. Start a match in any game mode.
2. Press "H" (or whichever button is bound to "hide HUD").
3. Press "ESC" (note that the options menu does not appear).
4. Press "H" to attempt to restore the HUD.
5. Frantically press any and every key, in hopes that you will somehow get your HUD back because you're in a match and don't know what's going on.

Observed Results:

Pressing "ESC" while the HUD is hidden appears to open the options menu. It's not visible, but it prevents the "H" key from restoring the HUD. If the player had pressed "H" accidentally and attempts to use "ESC" to access the options menu and fix the problem, they could become stuck and confused.

The issue can be remedied by pressing "ESC" a second time, followed by "H", but it's unlikely the player will realize this as they may be freaking out.

Expected Results:

That pressing "ESC" while the HUD is hidden would restore the HUD and display the options menu.
