Can interrupted tooltips please stop being a thing?

Often when I'm learning a champion or refreshing myself on one, I'll play a bots game and spend time studying the tooltips and ratios at different points throughout the game. I'll also spend time reading up on items I'm debating using in different potential builds. Sometimes there are even times in PvP games when I'll go to read the exact details of something like an item passive.

But there's a funny problem with all of this. You see, if your cursor is set over an ability icon or an item icon so you can read about it, the cursor will still detect anything in the game environment "underneath" what you're hovering over. Because of this, if ANY unit crosses where your cursor is positioned, the tooltip will disappear. It's really frustrating, and I know, I could just position everything to ensure that doesn't happen… but really, why should it be happening at all?

Frankly, I'm just assuming this is a bug because it makes absolutely no sense to me, but if there's a reason for it, it'd be nice to know. And even if it is a feature that's meant to be in the game, I think it would make sense for the sake of clarity to fix this. Sometimes you just want to double check something for a split second while you're in lane, and then your minion walking by screws you up, so you lack the information you wanted. I can't be the only one with this problem, right?

(And for all you pedantic pricks out there, no I'm not reading about items in lane. Sometimes at the fountain I'll read something briefly, and someone who just recalled will walk over where my cursor is.)

If they didnt have this, people would complain about not being able to target things under the hud.

Why are you doing all this reading ingame and not, say, in the many online resources available?

Just seems like a weird thing to complain about.
