I can't log in my account or re-install the game

I tried to log in my account from the client and it showed me that I can't as the game can't patch due to legal issues (error code 003) then I uninstall the game and tried to redownload the client from the website and it shows me this message "Access Denied You don't have permission to access "http://riotgamespatcher-a.akamaihd.net/releases/live/installer/deploy/League%20of%20Legends%20installer%20NA.exe" on this server.
