Super old bug

So this is a extremely super old bug that still isn't fixed. Keep in-mind it doesn't have any effect on in-game play or hurt anything. It is but a small interruption while out of game which happens when someone dodges a game while you just skimmed over a champion. It goes away once you get into a new lobby and hover over a different or the same champion, it doesn't matter which.

Again it doesn't hurt anything its just there since the early days of league and still hasn't been fixed.
